I might be able to assist you. It's been a long time since I've done sprites, but I should be able to pick it up again pretty easily.

One partly cloudly day at Dr Light's lab:

Dr. Light: Hey Mega Man Gess what!?
MM:Darn you murphey's law! uggg Yes dr.?
Dr.L:I have a brillint idea!
MM:Is this like the time you made the zune?
Dr.L:No way nothing like that, i want to rebuild gyro man!
MM:I err dont think rebuilding a robot of destruction is the best idea.
Dr.L: I know how to build him so he is good and will fly me around.
MM:Wow, thats not a bad idea, lets get started.

Errrmmm Lets Call what I made above "Part 1" so We can discuss It and then we will start part 2.
Alright. Well, I'm having trouble locating a 16-bit background of Dr. Light's lab. Actually, I'm not sure one exists. I might be able to use the background from the inside of Eddie's Cybernetic Support Shop instead and possibly recolor it, if you're cool with that.

I checked around for MM7 sprites of Light's lab, but the closest thing I could find was the Support Shop.

The easiest way I could figure: I launched the game in an emulator, defeated Cloud Man, then grabbed a screenshot. It was done rather quickly.
