Find a good artist. Stalk him/her. Wait until the oppurtunity rises and cut their hand off. Use their hand to draw.

Clearly ability resides in one's hands.

Just make sure to cut off their dominant hand wouldn't want to get the left hand of a right handed person.. everything you did would end up all wobbly!

Doc's right, though... You don't get better at anything without doing it, and usually doing it a LOT. I've drawn for hours a day ever since I was old enough to hold a pencil, and I still think it's the only reason I can draw at all.

Another great way to improve is by critique; draw, and let other people explain to you how to improve it. This is the only reason I ever got any better.

As for specific tips, I'd have to know what you were drawing and what you were trying to drawn and such- just "tell me how to draw" is awfully broad.

just trying learn how to draw stuff like...well anything rather,the only thing I can draw is shapes.

Those with good memories would recall Necro wishes he could Oekaki, but alas, he has hooks for hands.

On a more on topic note.

The zoom feature really helps control your drawing. Mine still suck, but they've gone from incredible crap to just bad. I feel it's an improvement.

I guess if you are able to spare some time (and money), you might be able to find like a month course or something in one of your nearest college.
If you haven't graduated from high school or something like that yet, I bet that there are summer schools that offer classes like basic drawing techniques or painting with whatever type of media.

Andrew Loomis has some good books on how to draw humans..

"Figure Drawing for all it's Worth" ---Great for learning basic anatomy

"Drawing the Head and Hands" ---Gives excellent tips, has some additional advice as well.

You need to study skeletons, the inner frames of vehicles.. Muscles.. etc.

Dont just look at the pictures in the two books I referred you to. The real gold in these books is the text.

You can find them online for free. Just google the titles.
