Okay I'm gonna go ahead and say its Bill from Left 4 Dead for, but only because Teej already told me the answer. After telling me just how disappointed he was in me, for not getting it. As I had the highest chance of guessing the riddle. Lots of disappointment there.

Then a Google answer tells me that I should answer "Engineer". I'm not especially good at guessing accents from a country I don't live in.
My guess for the 200 resources is indeed based on the initial capacity and the quick speed at which the Heavy's main gun can unload.

Sounds clearly like the Olympic Games, or in this case the Olympic Winter Games. Don't know what the "twins" stuff refers to though, unless it's the fact there are two different kinds of Olympic Games (normal and Winter). >__>
