Heh, that certainly was a tough guess. I don't recall too much of my physics classes. Certainly would have helped if the teacher had provided more images along with it. Anyways, here I go then.

Bahh, I can't think of another verse it seems, I'm in too stressful a time for me to really focus on such things.
Anyways, the answer was John Locke, a British philosopher whose ideas on property, life and liberty were incorporated into the United States Constitution I believe. The man who spoke of men-who-are-wolves is Thomas Hobbes, who described humans as being wolves and always fighting amongst one another egoistically. The French stuff refers to French philosophers like Jean-Jacques Rousseau, who lived during the French Revolution.
I thought it would get a tough riddle for most of you all since I have met few people who knew of such philosophers unless they actually studied the subjects.
So I guess the next riddle is up in the air for whomever to take.
