Windows XP can't use themes besides the official Microsoft ones, unless you install some sort of addon. As a result, the themes have to be created to match whatever the addon software accepts. What do you happen to be running on your computer to be able to do that?

Hmm, looks like these could be WindowBlinds compatible. Try looking for themes meant to be used with that software: it could work.
