Stateside I'd have to say either Sacred Stones or Path of Radiance.
Non-stateside i'd say any of the first 4.

Storywaise, I liked PoR best. Playingwise, Radiant Dawn. Best overall, probably either PoR or Fire Emblem for GBA (NOT Sacred Stones - boo!).
