sometimes i wonder why the frisbee keeps getting bigger and bigger. then it hits me.
I used to have a Windows 98-compatible theme, but I'm pretty sure that I've lost it after all these years. I haven't seen anything new come up recently, outside of wallpapers that is. It's a bit of a shame, since people could really do some impressive stuff by customizing the sounds, icons, colors, cursors and everything else!

Well, I'll be damned: I found it!!
The wallpapers were made for old 640 x 480 displays, so you should really look into replacing those. On the other hand, you get several nice sound effects and icons to customize your desktop!

I haz an idea if you're willing to spend money on making a theme. Buy the Desktop X products, they make really really great themes. For instance, check out this dot hack theme.
