You just need all the v3 navi chips, except bass.

Exactly what IceMan.EXE said. Just Netbattle all of the Navis in the entire game and beat them with an S Busting level and get their V3 Chip. Excluding Napalmman.EXE, Planetman.EXE and Bass.EXE.
