You have to defeat Bass GS. You get a Giga Chip for beating Bass GS, and can buy one for 200 Bug Frags from a Bug Frag Dealer. To find the Bug Frag Dealer, go to Hades Island and jack into the lower right Demon Statue than go through the portal in there.

I thought the bug frag dealer was in the uranet???

Bass only appears after 300 bug pieces too, I believe...:D
