I m not suure but I think u get it when ya beat the OMEGA version of Alpha..I didnt do this yet.....Im stuck with 4 stars... 
Well, both Alpha Arm chips can be obtained by beating Alpha Omega. Get 7 stars and do the Dr. Wily mission again.

5. Complete Mega Chip library
6. Beat Omega Navis
7. Complete PA library
