If video files: get VirtualDub and open the video in there. It\'ll let you play and/or edit the videos and PrntScrn will capture the video image as well.
There\'s also a way to pull out segments of video, but PM me if you want that instead.

If DVD disc: There\'s no free program I know of that will let you use PrntScrn. If anyone else knows one by all means post it. I haven\'t come up with any yet.
