Anyone know what you need to enter www area 3? It seems it says I\'m not strong enough but I\'m level 99! What Gives!?

Do you remember right after you beat Pharaoh Man and your in WWW area2 when your trying to go into area 3? Well that\'s what it says. I know it\'s a door that has Napalm Man waiting.
