It is, we just don't know how exactly it'll work between the three games. The trailer that's been linked can show you some of it, though.

I don't think that any elements past the four main ones counts. After all, those are the elements involved for strength / weakness against each other, unlike the others that are only used for things like Soul Unison.

Well, I heard that Capcom threatened to put in Oprah as a first boss in the NA version if, I quote, "those overseas brats don't stop whining!"
So, no cutting, but instead, adding to the US version.

Actually, they didn't think of doing that. They wanted to add in Oprah with 9,999 HP and her main attack would be a Mettaur's-like small shockwave that deals only 1 HP damage. Of course, they would do this so it WILL be possible for the gamers to beat her and continue the game, but also be SO annoying most people will give up before that.

sooo yea, this game looks ok, but it'll be a year before most of us will play it which is a shame...
