Yes, Capcom released it and I like the way street move. It is movable and some of the street will disappear so quickly and surprise you. Beware of bottomless pit when it disappear unexpect. Nice but never happened in the final version because of Auto and his truck is on the street as you see the final version and the street is now unmoveable. :) There are many others that was remove for the final version. This sample version is much better than the final version but too bad it didnt happened. :)

Well, people have different opinions and I like beta version the best because of ruin road and everything so it make a sense why street are broken and moving much better but as long as I have this version I am happy. :)

That's very interesting, makes you wonder what the other games looked like in BETA stages before they were finalized.

I'd like to see the X games like that though, or atleast, the weird stage designs of the Original series, haha..Maze style battle, ends with Mazeman.

It looks like they originally intended you not to know what Robot Masters were in which stages.

I think that kind of idea would've been pretty novel.

Hmm, I saw it as an "under construction" sign. I don't know if those stages would have been playable, as it might have been more of an engine demo at that point.
