The new device that Subaru and company utilizes is called the Hunter VG. It's essentially capable of materializing Wizards to work for various people, adding another strong link to the EXE universe. The Hunter VG also has an opening called a Wizard Slot, where different adapters can be plugged into. Specifically speaking, the CoroCoro report mentions WarRock and Ox adapters.

Furthermore, the new character (i.e. the Barrel clone) featured in the teaser wallpaper is known as Shidou and like his apparent EXE idol, he is an ace member of a special squad known as the Satellite Police, which also conveniently developed the Hunter VG. His parter is a Wizard known as Acid.

Additionally, on the scan above, Solo is also featured with a Wizard, named Laplace. It should also be noted that Laplace looks a great deal more "electromagnetic" than Acid, which might be an indication of the different classes or uses of Wizards.

Basically what this means is that navis have an "official" replacement- these supposed "wizards"...apparently the world hadn't forgotten about them quite yet. What's more, supposedly Omega-Xis, Lyra, etc have the ability to transform themselves into wizards via the new Hunter VG devices.

Well, it seems as though the series might be coming back to its roots more...which would somewhat mollify me, since the main reason I dropped it was due to the massive nonsensical outset of Star Force, and the fact that there would be no more Bass.EXE

That post is really confusing, mostly based on the fact that we're talking about Star Force 3 while I know next-to-nothing about Star Force 2. Still, anything that brings that series closer story-wise to Battle Network is a good thing in my book. My opinion of Star Force 1 only is that they copied the gameplay and threw everything story-wise away to begin from scratch, and they lost something big in the process.

What the post meant was that basically Capcom announced that the new "Wizards" in Star Force 3 have some connection with netnavis, and said "wizards" will become mainstream to the public, meaning that netnavis will have some plot significance in SF3, supposedly.
