My line of thinking was more specific. I thought that the "revival" was about Mega Man Battle Network's unexpected return as Operate Shooting Star, so I kept throwing names of characters seen in that upgraded port!

Just let me explain this relatively clever riddle:

My skills now seem obsolete, as superior models continue to arise, - most of the later variations of time/space robot masters had the ability to stop time, whereas Time Man could only slow it down.
time and time again, - literally referring to the succession of time-based robot masters.
but still I am unique. - Again, he's the only robot master who can slow down time.
Precision is my forte, in combat and in my duties, - he's very obsessed with time schedules, and in battle, he fires his Time Arrows in a very specific way.
but maybe that's to compensate, by the fact I'm incomplete. - Time Man is an experimental robot, therefor he's a prototype, and Dr. Light still hadn't perfected him yet.

Congrats, Doc! I get the feeling I'm going to get it now.

Model Omega... or rather whoever is using him before you defeat him and obtain the Model.

He is a visitor as he is not originally from the ZX series, his roots are there because he was in the Z series, looks like Zero, didn't appear earlier in the game, is inspired by Zero (and by extension, Model Z)... whom I guess fears Model Omega, but yet has the courage to overcome it, knows the risks you face, and by obtaining Model Omega you gain great power.

Then again... it might be too easy a guess. ._.

The riddle is right: there are three people involved in there ( "I", "you" and "he" ), and you're looking for the "I".

This does need another clue, yes.

Instead of giving you the series, I'll tell you this: the "who" I'm looking for is featured in one of the games explicitely covered on the Mega Man PC Website.
