It's also actually in the treaty, which is now open for reading, it's pretty huge.

Not only does it effect ISP, but it also effects webhosting companies. The DMCA becomes useless if this treaty is passed due to the safe harbor clause under the DMCA, which allows webhosting companies to not be held liable for anything their clients due, with this treaty passed, that is gone, and thus we're all held accountable for not being "proactive" in the monitoring of networks.

It's an international thing, it's basically international law trying to catch up to the internet, but being 10x more severe and unfair than what it should be.
