You mean SARS not STARS. It means \"Severe Acute Respiratory Syndrome\".
If you are really talking about the STARS users on the board have, they detemine the rank the user is. No normal user can go over 5 (I think) stars. Anyone with 7 or more are MODs or ADMITs.
