Ah, man. I've been playing this game for a while now.
A friend of mine says he absolutely hates playing as GutsMan, but I beg to differ.
Though his method of attack is a little unweildly, his ability to create platforms can be way cheap at times.
I developed a method that was able to beat at least 6 of the robot masters with almost no trouble at all on normal mode, and here's how it works!

It's a simple "Trap and Smash" method that really seems like something GutsMan would actually do!
First you need to plant a block somewhere. Anywhere is fine as long as you're sure the Robot Master in question will end up directly next to it. (Let's say, FireMan.) Stand atop the block over the edge where the boss is coming. As they hit the block, hit the fire button again. If you're standing correctly you should now be planting a block directly on the other side of the robot, trapping them between two blocks with only one character's worth of space between them. For bosses that can jump, immediately back up and plant a block atop the 1-space hole and seal them in. Once trapped, the Robot Master will merely run back and forth and jump around attempting to escape, doing nothing else and remaining in that loop for the rest of the battle. (Unless you stupidly decide to pick up one of the blocks on either side and set them loose...)
From then on, drop down on the side of the pyramid which has the most space between it and the wall. Create a block somewhere away from it, pick it up, stand right next to the closest pyramid block and throw.
As the block you threw breaks up, it's chunks should continue through the blocks and hit the trapped Robot Master inside before disappearing. Repeat this, being careful not to remove ANY of the pyramid blocks and this battle will be so easy, it's far BEYOND cheap...
In comparison, OilMan is REALLY pathetic, as a player character AND an idea.
It's supposed to be freakin' 20XX, who in the world would use Oil as a power source anymore?
... except America. *Rimshot*
But, seriously. As a player character, the guy just sucks. His attack? Fire a drop of oil that hits the ground NOT EVEN a few feet away. The drop itself causes so little damage it's pitiful compared to the Mega Buster's shots. (UNCHARGED.) Hop on this droplet and you can use OilMan's OTHER attack, the Oil Slider.
Now, this one does some nice damage, required that you take some YOURSELF. Yay, ow?
No... don't even get me started how impossible it is to beat FireMan... DON'T EVEN.

Anywho, some info on the Robot Masters, since I've played the game.
CutMan- Can wall-jump. However, unlike X and Zero, the jump made from the wall goes completely in one direction. So you literally have to have two walls to jump between if you want complete vertical climbing.
GutsMan- CAN CREATE BLOCKS. Up to five on one screen at any time. This is useful for creating stairs, or crossing spike pits. And hey, you can pin some bosses down and smash them from outside. *See method in the spoiler above.*
BombMan- You can adjust the angle at which BombMan throws his bombs. Hold down and he'll just plant one right at his feet. Hold forward and he'll throw one really far ahead. Hold up and the bomb he throws will have a high vertical climb before arcing back down.
IceMan- Won't slip on ice. Enemies he freezes will become platform blocks!
FireMan- Most overly modded character in the entire game, just because of his attack, the Fire Storm. You get the rotating fireball shield thingy AND the wide firestorm projectile which can be used repeatedly and have many on the screen at one time. Standing up close to you pretty much spells DOOM for any enemy. When he touches water, the fire on his head goes out, and he can no longer use the projectile, though the rotating fire-orb still appears when he attacks, which is the most useful part anyway. Touch fire to re-ignite the flame. While the flame is on, you can melt snow when you come in contact with it. (Though you can avoid melting it if you move away real quickly.)
ElecMan- Fires the tri-directional Thunder Beam, and can make Electrical blocks move when he strikes them with it.
TimeMan- Fires two clock hands. A minute hand that quickly moves diagonally up, and a slow-moving hour hand that moves diagonally down. Hold down the button to charge up, and release to slow down time temporarily.
OilMan- ... You allready know how lame this guy is. T_T I like his personality, but that's really all there is...
