Now look at him. He's got a growing fanbase and people WANT a Rockman DASH 3. What's to say the same won't happen of Axl? We've all got to start somewhere.

2) The character development. Sorry guys, but Axl not having a whole lot? Please. If anything Axl has more character than Whiney McEmo X and Zero the Legendary Bishie Bot. (No offense, X and Z fans, I like X and Zero too but this has to be pointed out) X was guilt-tripped by HIMSELF to join the Hunters. Zero is a robot Inuyasha. He even has the long hair to match. He's got an evil father--Dr Wily--and an "evil" brother--Bass. But despite that he became good. And he wears a red outfit and has a sword. Come on. Bishie-bot all the way.

Axl, as was said earlier, had a case of hero-worship. He was excited to fight alongside the heroes of the age, Mega Man X and Zero. Look where that got him... he, along with X and Zero, killed his mentor Red. That's enough to sober ANYONE up in a war. He's developed his own ideals for the Mavericks, and in X8, despite Alia's scolding, X agreed with him that someone has to take care of the Mavericks. Character? He's got it. Besides, he's not old and world-weary like X and Zero, he's pretty new. He's open for further development, and what better way to develop his character than in his own series?

Also, Axl is a prototype reploid like X and Zero, which shows, unofficially, he's got a much better chance to survive. Look at Rock and Blues. They were prototypes and they destroyed everything Wily threw at them. X and Zero are prototypes, and they wiped out everything Sigma threw at them. You would have a hard time killing him off. After all, it took atmospheric re-entry on the outside of a space-based energy cannon, fighting against a madman to the bitter end to finish Zero off once and for all.

3) Zero. Yes, Zero had a huge fanbase when he got his own game. He was in eleven games. But look at this... Zero, despite the creators wanting him to be the next Mega Man, started out as a SECONDARY CHARACTER who was killed by the end of the first game. Yes, he was brought back, and the Zero the Lemming jokes were spawned. But, look at the Zero games. He didn't get development, he got re-development. He started over from scratch, he's not the soldier anymore. And even still, he got killed off by the end of the series. This time for good. The same could be said of Axl and that'd explain why Axl was not mentioned during MMZ2, MMZ3, and MMZ4. So he'd have a good use, and though I hate to say it, it would please a number of the anti-Axl fans out there.

4) The Bass Comparison. You have to remember, Bass has only been in three platformer games, really. MM7, MM8, and MM&B. He got pretty popular. Axl's been in three games: X7, X8, and CM. And he's getting popular as well. Why else would this Rockman Axl rumor have even been spawned if there hadn't been a fanbase for him?

5) Plotline. Again, there can be a viable plot for an Axl game/series. In fact, there's enormous amounts of potential for it! Look at Mega Man ZX. ZX, and Capcom's confirmation of its presence between Zero and Legends, shows that Capcom has begun to bridge storyline gap. Why not do the same for an Axl series? Why not bridge X and Zero: the Maverick and Elf Wars. Think about it: You can elaborate on the Lumine infection from the injury Axl sustained at the end of X8. You show the creation of the Mother Elf. You can explain who Dr. Weil got his hands on Zero's body to make Omega. You can show X and Zero's battle against Omega, and X using his body to seal the Dark Elf. Look at it game-wise:

MMA1: It could be the tail-end of the Maverick Wars. Here you'd elaborate with Lumine and show why there aren't any NG Reploids in the Zero era... you know, like a genocide of them by mavericks or something. PLENTY of character building opportunities for Axl with that, my friends.

MMA2: Here you could do the creation of the Mother Elf, and the founding of Neo-Arcadia. Axl could help X implement it into ending the Maverick Wars for good, and at the end, Dr Weil corrupting and cursing the Mother Elf to make it his Dark Elf.

MMA3: The beginning of the Elf Wars, and the creation of Omega using Zero's stolen original body. You could have Axl helping to make the new body for Zero with the help of X.

MMA4: The end of the Elf Wars, the defeat of Omega, and the banishment of Dr Weil from Neo-Arcadia. You could have Axl dying or becoming a cyber elf, like Elpizo, at the end. Axl would need liberate the Baby Elves or something while X and Zero hold off and finally defeat Omega, so that he can be sealed away and launched off into outer space, but Zero disappears. X and Axl keep fighting until X sacrifices his body to seal away the Dark Elf, and it could be Axl that finally puts an end to Dr Weil's reign of terror, so that the mad scientist is banished from Neo-Arcadia in his new regenerative body.

6) Skills. You think X and Zero have much more skill than Axl? Sorry, but no. He's got skills. He lacks experience, but he's already proven himself to have skills. He's got his own unique fighting style and special abilities. X has his weapon copy and his armor systems from the Light Capsules. Zero has his immunity to the Sigma Virus, and his double jump and air-dashing abilities. Axl has his Chameleon Chip and his natural hovering capabilities. You see, while X is defensive with his spiffy armors and his X-Buster, and while Zero is a hard-hitter with his fancy Z-Saber and Z-Buster, Axl is the more cunning of the three. As said before,

Axl defeated Sigma by copying Red's DNA.
Not by tearing him apart like Zero, or vaporizing him with plasma like X, but by surprising him. And his Chameleon Chip would allow him various stealth opportunities. Imagine... if Copy X had Axl brainwashed or something, he could've wiped out the Resistance from the inside from the get-go.

7) Gameplay. That shouldn't be too hard. Mix X and Zero games... you know, give it eight bosses and Axl inherits something from each one, like a new weapon as was done in X8, but give it the story/world layout and mission based settings of Zero. Also, the DS could work for aiming weapons, something similar to Model FX's Knuckle Busters in ZX. Instead of tracing a firing path, you can have Axl pinpoint various objects to shoot, or you could use the tool to draw an arc on the touch screen, and Axl will fire at anything in that path. His hover feature can be incorporated into the game as well, it shouldn't be too hard. After all, Zero regained his double jump in MMZ3 and MMZ4, didn't he?

So, all in all, I think Axl getting his own series or game would be a great idea, and more importantly, a USEABLE idea. It's far from impossible, and it'd be a great way to bridge that substantially wide gap between the X and Zero eras. He's got a viable fanbase, he's got the skill, he's got the character, and he's got the attitude to get himself a series for himself. You just have to look beyond your own prejudices to see it.
