There's a SNES and WonderSwan version in Japan, but not a GBA one.
GameFAQs says that the game was indeed released in Japan for the GBA.

In a whole, I don't know. I can't beat the stupid thing... (GBA controls are too small and the lack of energy tanks are more than torture!) >_>
On the most part, there's nothing much to say. Other than obvious name changes (those don't count), the game is understandable but it seems like Capcom did a literal translation for some of the character disks/cards.
Hea, hea. Off topic, the main story of this game is basically a retelling of the "World's Greatest Robots" and the Blue Knight series in the Astro Boy manga/animes. XP ...but this game wasn't as entertaining or mentally stimulating... ^^;;
I see. Maybe the story line seem bad in the translation but what about the database and Auto's shop and etc ?
