Surprisingly enough, there never was Mega Man 2 for PC despite the appearance of a 1 and 3, so don't waste any time looking for one.

YOU CAN SHOOT BY PRESSING [right-ALT]
YOU CAN JUMP BY PRESSING [right-CTRL]
YOU CAN PAUSE THE WHOLE GAME WITH [PAUSE BREAK]
PUSH THE [ENTER] KEY TO START, AND THE [SPACE] TO SELECT
OK THERE IS A FILE NAMED [SLPS_022.20]
THE OTHER FILES ARE [irunin.dat], [DATA.PAC], [ROCKMAN1.CCS]
THERE'S A FOLDER NAMED [ZX] AND INSIDE THERE'S A FILE CALLED [null.dat]
OK IF ANYONE WANTS THIS I CAN UPLOAD IT FOR EVERYONE TO DOWNLOAD!!!!

A few things:
1- Please don't type all caps. That's like YELLING!
2- What you found is an emulated game, not a real PC version. There's a big difference.
3- Do not share emulated games here, it's against the forums' rules!
