To answer THAT question, I think we can refer to the unlockable movie on the Gamecube version that tells the history of Rockman. It's been a while since I watched it, though, so I can't tell you exactly what they said.

In the game, the inspiration for RockMan was originally to be a sort of a 'robot butler.' However, when every other robot in Dr. Light's lab excluding Rockman was stolen, the only sensible choice was to outfit him with a buster cannon and have him go destroy all of the other robots, including CutMan and BombMan who already had dangerous weapons built in.:P

If you meant literally, "What lead Capcom producers to want to make the Rockman series?" I think it was that the concept just sounded good. I mean, the whole "fight em in any order you want" concept and the 'Get Weapon' system.

Yep. Forte sounds good. Gospel too. But the combination just ain't right. Bass and Treble fits better.
But... Forte and Gospel, Bass and Treble...
The series characters' names come much from music. So where do Forte and Treble come from? Gospel is Gosp(el/le) music, and a bass is an instrument.
I know that Forte means 'strong' in Latin, but if it has to do something with music? :conf:

Aw, yeah... Forte means something with... a strong note? Dunno, aint American or British or into music. Guess it has to do with a 'deep' note.

Here we go...

RockMan = Rock. As in Rock and Roll.
Roll = Roll. See above.

Bass = Concerning tone of voices. Bass is the low, strong tone. However, Bass's name actually refers to the 1 of 2 radio dials. THe other of which is where Treble gets his name from.

Forte = Don't ask me. I think Japan didn't originally plan Forte to have a musical name. Forte's all about power, so I think your reading of "Strength" is about as accurate as you can get with the guy.
