Actually it was stated in some old comics that Sonic was born fast and the shoes were made out of Power Rings because he trashed every normal pair he had. He can run barefoot but not as long because the friction burn would be murder.

But it does sound more logical than some. I could see that Sonic would need Power Rings to be made into shoes, as he needs them for everything else in his life. o.o
