Yes the Punisher was, first he was a draftee level 1, hes been through through marines extensive training in the art of war, honorably discharged, hired and served manhattan and new york city police in lapd and swat, was fired due to psychological difficulties, then became vigilante(irregular warfare) and urban mercenary. John Conner, thats more like what your saying, John conner is a non government guerrilla warrior.

Captian America is a propaganda weapon of irregular warfare, just because the army had him doesnt mean he was enlisted/member, The Armies role was to do physical enchancements to him, he was then passed over to the pentagon secret special weapons section, he was given his shield and trained in many martial arts and granted the specialty of sentry, he was thereafter planned to be put on secret operations against hitlers madness during WW2.

Napoleon. 'cause the only thing that beat him was a cold, and even then he kept going on.
