I say the third armor, the ultimate armor is usefull but makes the game too easy. The third one allows you to dash upwards and combine the charged shots. Also you can upgrade it with the chips so you can customize it as you like or you can use the super chip
Have you thought that megaman 9 might be the last one (where Zero is revealed) why? well the first games used Roman numbers I II III IV V
So maybe the megaman X we know is actually megaman 10!!
Definately the Ultimate Armor. It just looks cool, and the Giga attack, need i say more? mwhahaha....

I like the original SNES-style plain blue armor.
Just seems to fit him best. No fancy-shmancy bulky add-ons; no weird colors; no-nonsense. Nice, simple, sleek, blue design. Recalls MM of the classic series too.

I rather liked the design of a lot of them. The shadow armor was cool because you could touch spikes, and stick to walls and ceilings and stuff, not to mention the ninja look. The falcon armor had the flying, the cool looks, and the shooting through walls. Plus, I LOVED its ultimate attack. But, if I must pick a favorite, it would be the Ultimate Armor... the black one, not the stupid one from Command Mission. It looks amazing, and intimidating, and the giga attack was useful not just for killing enemies, but for crossing some pretty tough gaps without wasting ammo.
