"Fags" still means "cigarettes" in the UK, and possibly Australia. As for "gay", in French, both uses are sort of equal at this point. You need the context to be able to tell.
Honestly, I find this topic utterly pointless, but I'll let it run just in case that it doesn't slip too much. If idiots go too far, I'll quickly lock this.
From what I understand, the word "fag", as in "gay" is short for "faggot", which is a kind of fat sausage-meat thing, often used as an insult to incinuate homosexuality. It is particularly used when the homosexual in question is slightly overweight and middle-aged. (Think Elton John).
By calling someone a gay fag, they are saying words to a similar effect of "a gay queer", even a homosexual homosexual. It is, in my oppinion, merely using the same insult twice, one as an adjective, second as a noun. A little like:
You f***ing F***er!
You w***ing w***er!
or more similarly,
You queer homosexual!
Which, as said above, merely translates to
You gay gay!
Although, I'm sure the comprehension of homosexuality was far beyond that n00b's understanding, so he was merely using it as a term for a person he didn't like.
