You\'re making blind assumptions to support your arguement. She doesn\'t say anything so we can never be sure what she was going to say. She could have been getting ready to say, \"I hope you die, X!\" It\'s a ridiculous example but the idea that she was going to say \"I love you.\" is just as ridiculous. There\'s nothing that even points towards that. What we know is that she was hesitant to say something she didn\'t.
I\'d say it has more to do with her past connection to Gate and the Nightmare investigators than romantic feelings towards Gate. Alia acts funny throughout the whole game when it comes towards them, hinting that she feels guilty for the part she played in their past. I\'ve already stated this arguement, but the game actually develops this idea. X/Alia romance.. no development in X6 and no development since.
I wonder what that tells you.
Zero: I feel... This must be an investagator!
Alia: The investagator in this area is Blizzard Wolfgang. Set up your weapons in case you fight...
Alia: ..........
Alia: Zero, actually I...
Zero: Forget about the past.
Alia: Zero! Do you know? Wolfgang was...
Zero: Now he is the Nightmare investigator. We have to fight him.
Alia: Yeah, right... Good luck, Zero.
Dialouge between Alia and Zero before Blizzard Wolfgang. If one wanted to, they could take the \"Zero, actually I...\" as Alia having interest in Zero too. Instead, Zero actually knows what is going on unlike X, and tells her the past doesn\'t matter basically. Alia is hesitant with both.
