Yeah, um, I'm pretty sure that's a fanmade game, and not an official game.
Well, I thought so too first, then there was this other video of Megaman PC being chased by a dog that couldn't be killed, and it looked really crappy and all. But still it said Capcom in the title screen.
Here's that video: http://www.youtube.com/watch?v=iDZ3hzwfAic

Just because it said Capcom doesn't make it official. Both are fan-made games; the second even shows the name of the author.
Not so fast, RD! The first one is an obvious fan-made game, with really dodgy sound effects, crap "story", and all that.
The second, however, is none other than the first Mega Man PC game! About unplayable on modern computers unless you tweak some settings, crappy controls that make it about impossible to go anywhere, graphics worse than the NES games, it's all there! Honestly, I don't even recommend trying this out. Just watching the videos available should be enough to give you an idea of the game. The sequel, Mega Man 3 (PC version), was very similar although it was a bit more playable.
By the way, a fan is working on a remake of the two DOS games. I've played an initial preview version, and it looks quite promising. That's probably the best option available if you really want to try them for yourself someday.

Well, I've investigated a little more. It seems like the first game is based on the original Japanese version of MM, where there is blood and human enemies. As you all probably know, Capcom Japan was forced to abandon that idea since Nintendo refused to allow violent games into their NES-system.

Hum... I own the original game, Rockman (1), and there's no blood or human enemies in there. It's almost identical to what we received in North America.
The series that did have blood only to see it removed in the English language version is Mega Man Zero. It's kinda crazy to see how much "blood" the enemy robots lose in that game. That's an element that I don't really miss, mind you: it doesn't add anything interesting. Robots should die in explosions or a breakdown, not in a bloodbath.

Um excuse me but we all know it's canonical that Dr Light dies at the hands of Zero because Zero is the one true awesome killer robot.
Oh you want proof? Uhhhhh... *runs*
