With the X double pack, is Capcom throwing out their failures again, to kill megaman's fanbase, or is Capcom testing the waters for future remakes?

First of all, I don't think it's right to call it the "X Double Pack" since only half of the package is related to the X series...
I'm not sure why you're calling both games failures. While they obviously haven't sold as much as Capcom would have liked, the two are solid remakes that were scored highly when they were released. Not everyone is a fan of the graphic style of Powered Up, but pretty much everyone can agree that the gameplay is as solid as ever and the amount of content available within is great.
I don't see any specific sign in this, outside of Capcom doing a clearance on PSP games before the Vita comes out next year.

For $14.99, it's a definite steal.
While it's nice that Capcom is giving these games another shot, I can't help but think this is exactly what is making Mega Man seem like a less relevant franchise: re-releasing older games.
And this is exactly what the Mega Man franchise doesn't need right now.
Yeah it's just Capcom trying to desperately make cash on their flops, because hey MML3 caused a lot of buzz, lets re-release some old MM games and people will buy them!...right?
Actually, even small sales can surprisingly add up quickly. Even expand other possibilities for of their kind, if the double pack sells well enough. Capcom might consider making a MHX 2 or Power Up 2.

You cannot kill what you did not create
Sales of a re-release don't really affect anything, as far as I figure.
Unless it somehow sells millions, which won't happen.
I dunno. A lot of people seem to react as if re-releasing old games discourages the company from making new ones.
I can't bring myself to do a front page news item about it since I feel like I'd only be doing it out of spite.
Reports aren't 100% clear on this, but it looks like the Dual Pack won't make it to Canada. This is extremely odd as most media releases (games, movies and music albums) usually get released on the same day in the US as they do in Canada, so I don't have any reasonable explanation for this. I guess it's only one more step in an overall terrible year for the franchise.

That's what I thought too, that release dates were for "North America", not just "America." An update said this pack was Gamestop exclusive in Canada or something. I wonder what Capcom gets out of arrangements like that...?

As a closure for this chapter, the truth comes out.
The pack is exclusive to the US, is a single print run, available only in GameStop/EBGames stores and a mere 10 000 copies are expected to be available. This one won't make a big splash on history!
