I think he is in fact closer to a Reploid than a human or robot. He feels emotion, and acts as an individual. However, he was found in a cave infested with reaverbots. He is described as \"blue\" when we hear this in DASH 2. Therefore, we know he is not entirely human, which is also supported by the facts that he was originally from the old society. He was left behind to study the carbons, which shows that he is not one of them. Let me give my definition of Reploid:

Yep, Trigger, who was named after a horse of the same name, dons an apron and shirt, jeans, and orange slippers, so, Megs is a human in the Dash series.
