BannedMegaman, yes he was, When Dr. Light first came out with Rockman, he was meant to be a robotmaster along with the other six with his brother Protoman, Dr. Light at first meant for him to be a security robot, later on, Dr. Light changed him into a robot warrior and gave him numerous upgrades.
